Renting a Luxury Car in Romania: Myths vs. Reality for Foreigners
In short: if you have read forum stories about blocked deposits, scratches "discovered" on return and hidden fees when renting a car in Romania, it makes sense to be careful. At ELEI everything is in writing: the security deposit is only a pre-authorisation on your card and is released within 1–3 business days, the car's condition is documented with photos and a digitally signed handover report, common damage has fixed prices in the contract, and you calculate the final price yourself on the website. You get exactly the car you booked, an English contract and roadside assistance.
This guide is for foreigners coming to Romania (on holiday, on business or for an event) who want to rent a premium or luxury car in Bucharest without surprises. We gathered the most common worries travellers share on TripAdvisor, Trustpilot and in car rental reviews, and compared them with the actual rules in the ELEI FAQ.
Why foreigners worry about renting a car in Romania
Traveller reviews of car rental in Romania keep repeating the same patterns: deposits of thousands of euros withheld without explanation, minor damage claimed after the customer has left for the airport, pressure at the desk to buy extra insurance, cars handed over dirty or in the dark so defects can't be seen, final prices far above the booking, and no invoice for a damage charge. The most common advice is "only rent from big international brands". We understand why, but trustworthiness is not about company size. It is about clear rules that are written down and respected.
10 myths about luxury car rental in Romania, and the reality at ELEI
Myth 1: "The security deposit on your card never comes back"
Reality: the deposit is a pre-authorisation, not a payment. The money stays yours and is released automatically within 1–3 business days after you return the car. You see the exact amount for your car class at booking, and you can reduce or remove it by choosing extra cover. Returning customers with a rental history can get a reduced deposit.
Myth 2: "On return they will find a scratch and charge you"
Reality: at handover we complete a condition report together with you, inspect the car and take photos. You then receive a link where you sign for the car and confirm the photos and notes in the report. The car's condition is documented by both sides from the very first minute, which protects you from any later damage accusation.
Myth 3: "The price on the website is not the final price"
Reality: you calculate the total price yourself on elei.ro by choosing your insurance package and extras (delivery, out-of-hours handover, child seat). What you see is what you pay, and after booking you receive a written email confirmation with every cost itemised. The Romanian road tax (rovinieta) is already included.
Myth 4: "At the desk you are forced to buy expensive insurance"
Reality: insurance is chosen online when you book, not negotiated at pickup. The free Elei Start package includes compulsory third-party liability (RCA). Higher packages reduce your liability, and full cover brings the excess down to zero. You know in advance what each package covers and what it doesn't: the interior, keys, documents and misfuelling are not covered by any insurance.
Myth 5: "You can't rent without a credit card"
Reality: at ELEI the deposit can be left on a credit card, a debit card or in cash. The only condition is that the card is in the main driver's name.
Myth 6: "You book one model and get 'a similar car'"
Reality: we don't work on an "or similar" basis. Once your booking is confirmed you get exactly the car you chose, whether it is a BMW 7 Series, a Porsche Panamera Turbo or a Bentley Continental. Only in exceptional cases do we offer a similar model or an upgrade.
Myth 7: "If you book through a broker, your insurance won't be honoured"
Reality: with ELEI you book directly, with no broker in between. The contract, the insurance and the price all come from the same company that hands you the keys, so there is no argument at the desk about a policy bought on another website.
Myth 8: "Damage is charged at random, with no invoice"
Reality: the contract includes a fixed price list for common damage (scratch, rim, tyre, glass). For any repair you receive an estimate and an invoice from our partner workshop. Normal wear and tear is never charged; only excessive wear counts as damage, for example tyres destroyed by burnouts or launch control.
Myth 9: "Nobody speaks English and you are stranded if the car breaks down"
Reality: the contract, support and staff are all available in English. In case of a flat tyre, accident or breakdown you get roadside assistance and, depending on the situation, a replacement car. If the car fails for technical reasons, we replace it as quickly as possible.
Myth 10: "Romanian roads, road tax and traffic fines are a tourist trap"
Reality: the rovinieta is included, every car carries the mandatory equipment (warning triangle, vest, first-aid kit, fire extinguisher), and in winter the cars run on winter tyres. If you get a traffic fine, you pay the fine plus a fixed €20 admin fee, nothing more. Bridge tolls are paid separately.
What you should know up front: the rules we don't hide
Being trustworthy also means saying clearly what isn't possible. Before you rent a luxury car from ELEI, keep in mind:
- No cross-border trips: cars cannot leave Romania, with the exception of the Mercedes-Benz V-Class.
- Mileage limit: between 200 and 300 km per day depending on the car, with extra kilometre packages available.
- Age and licence: minimum 21 years old with 1 year of driving experience; for luxury and supercar models, minimum 25. You need an EU or international driving licence and a passport or ID card.
- Payment: prices are shown in euros and Romanian lei, but payment is made in lei, as required by Romanian law.
- Opening hours: 9:00–17:00; out-of-hours handover costs €30 at our office and €50 elsewhere. Paperwork takes 20 minutes at most.
- Delivery: free at the ELEI office; €50 each way to your hotel, address or Henri Coandă International Airport (Otopeni) within Bucharest–Ilfov.
- Late returns: one rental day is 24 hours; returning more than 4 hours late counts as an extra day.
Checklist for foreigners before renting a car in Romania
- Book directly with the rental company and ask for written confirmation of every cost.
- Check whether the deposit is a pre-authorisation or a charge, and how fast it is released.
- Read what the insurance excludes and whether there is a fixed damage price list.
- Make sure the car's condition is documented with photos and signed by both sides.
- Ask whether the rovinieta is included and what admin fee applies to fines.
- If your licence was not issued in the EU, bring an International Driving Permit as well.
